The New York Post explains, even though this will be an $11 million profit loss, Pope Francis has banned the sale of cigarettes in its duty-free shop and supermarket.

Since the 2015 leaking of Vatican documents, they’ve been scrutinized for abusing the tax-free market for commercial activities, and cigarettes were a hot button in the debate.
