Ashcroft is confident in Boone County’s clerk regarding Columbia school board filing

Missouri’s secretary of state is closely monitoring the controversy involving this week’s attempt by outgoing State Rep. Chuck Basye (R-Rocheport) to file for Columbia’s school board.

Basye tried to file on Tuesday at the Aslin building, but it was a district holiday and the offices were closed. Columbia Public Schools (CPS) spokeswoman Michelle Baumstark tells 939 the Eagle that filing was available that day by appointment but that the appointments had to be made by December 22. Secretary of State Jay Ashcroft tells 939 the Eagle that state law allows candidates to file up until 5 pm on December 27.

“Whatever their policy is, it cannot conflict with state law. So if someone is questioning whether or not the policy is effective, you’re going to have to see if whether or not it contradicts state law,” Ashcroft says.

Basye ended up filing Tuesday at Boone County clerk Brianna Lennon’s office, rather than the Aslin building. GOP Secretary of State Ashcroft tells 939 the Eagle that Ms. Lennon, a Democrat, is the election authority in Columbia. Counselor Lennon is also an attorney.

“Brianna Lennon and I obviously don’t agree on everything politically, because we come at it from different sides of the political spectrum. But Brianna Lennon, I have full confidence that she will make sure that everyone that legally filed for office by the deadline will be included on the ballot. She will make sure that things are done correctly,” says Ashcroft.

Ms. Baumstark notes filing isn’t certification and that candidates must be certified and the school board must authorize a notice of election and sample ballot, before candidates are officially placed on a ballot. Baumstark says the board must do this by January 30 as required by law. Baumstark has told 939 the Eagle that the board plans to do this at their January 9 meeting.

Representative Basye says he met Thursday with an attorney, to discuss his options if he’s kept off the April ballot.

U.S. Army Sgt. Hugh Dunn highway signs to be unveiled Thursday evening in Macon County

Highway signs will be unveiled Thursday evening in northern Missouri’s Macon to honor a decorated World War II veteran who’s also been inducted into the Missouri Sports Hall of Fame and the Missouri Coaches Hall of Fame.

The late Hugh Dunn died in 2020 at the age of 98.

Missouri’s governor signed legislation last year to rename part of heavily-traveled Highway 63 near Macon high school as the U.S. Army Sergeant Hugh Dunn highway. State Rep. Chuck Basye (R-Rocheport), the bill sponsor, notes Mr. Dunn earned two Purple Hearts and a Silver Star. Mr. Dunn lost his left hand and part of his arm during battle in Germany.

“As he proceeded in this life, he became a fixture in Macon. He was the high school football coach for many, many years and highly respected. He already has several things named after him there in Macon, including the football field,” Basye says.

Hugh Dunn won 234 football games at Macon high school. His record was 234-148-15. He and his teams won six league titles and made four playoff appearances.

Private donations are paying for the highway signs, and Basye praises the Cape Girardeau-based Heroes Way for stepping up.

“They paid for these signs, and are just an awesome organization that was started by a combat vet that lost a good friend of his in combat in Iraq. And they’re based out of (southeast Missouri’s) Cape Girardeau, and they pay for an awful lot of stuff like this,” says Basye.

Tonight’s dedication ceremony begins at 7:30 at the Macon high school. Many veterans and former high school football coaches and players from across the state are expected to attend. American flags will be provided and the colors will be posted tonight. Water will not be provided, so you should plan on bringing your own water to the event.

Kirksville resident Jan Watts, who’s organized tonight’s event, says Mr. Dunn inspired many young athletes to to play hard and to never give up.

“He was a very humble man, kind and true American hero,” Watts says.

Four state tax cut bills to be heard by Missouri House committee on Wednesday

The Missouri House Budget Committee has scheduled hearings on three state income tax bills for Wednesday afternoon in Jefferson City. They’ll also hold a hearing on the major tax cut bill approved by the Senate last week.

House Budget Committee chairman Rep. Cody Smith (R-Carthage) tells 939 the Eagle that today’s hearings begin at noon. Veteran State Rep. Chuck Basye (R-Rocheport) expects a bill or bills to be on the House floor tomorrow.

“If they get it moved through the appropriate committees, then we will bring up this Senate bill. And I think there’s three House bills that are related to tax cuts that are on the agenda. So we’ll be a little busy Thursday, but I’m sure we’ll get it done,” Basye says.

The Missouri Senate approved an approximately $1-billion tax cut last week by a 24-4 vote. Bill sponsor State Sen. Lincoln Hough (R-Springfield) told 939 the Eagle’s “Wake Up Mid-Missouri” last week that his tax cut bill would help everyone. Senator Hough will testify before the House Budget Committee at noon. House Minority Leader Crystal Quade (D-Springfield) blasts the Hough bill, saying it would  blow a $2-billion hole in the state budget once fully implemented.

As for Representative Basye, he says the special session could extend into October, even if the House approves a bill tomorrow.

“I don’t know if that will be the end of the special session or not, but I doubt it will be because if we send the House bills over to the Senate and they change anything we have to address that in either (a) conference committee or accept the Senate changes, one of the two,” says Basye. 

The full House returns to Jefferson City Thursday at noon.
