Columbia’s city council has first-read a proposal to send the roll cart issue to voters in August. The proposed ballot measure would repeal the city’s prohibition on residential roll carts. City clerk Sheela Amin (pronounced like ah-MEAN) says an initiative petition from resident Rachel Proffitt has been signed by a sufficient number of registered voters.
